Make your Chelmsford home work better: considered extensions, whole-home renovations and new residential designs, with planning and technical support in one agreed appointment.

We work with briefs across Chelmsford, Writtle and South Woodham Ferrers. Our London-based practice supports residential projects in the area by arrangement, from the initial brief and survey through to planning drawings and technical coordination. Site visits and the scope of our appointment are agreed for your property.

OFFICIAL PLANNING DATA / APRIL 2025–MARCH 2026

Chelmsford: planning applications and decisions

From 1 April 2025 to 31 March 2026, the authority received 1,243 applications and issued 1,304 decisions. Of those decisions, 1,136 were granted and 168 refused: a refusal rate of 12.9%.

Received applications and decisions are separate flows: a decision during the year may concern an application received earlier. The refusal rate is refusals divided by decisions, not by applications received. These council-wide figures do not predict the outcome of an individual proposal.

What were the applications for?

Householder developments accounted for 777 decisions, with 77 refusals (9.9%). This category includes qualifying extensions and alterations within a house’s curtilage; flats and the creation of additional homes fall outside it.

The eight categories are separate and add up to the authority total. “—” means no decisions in that category, so no refusal percentage can be calculated.

Are these all full planning applications?

No. The official return combines full, outline and reserved-matters applications, section 73 variations or removal of conditions, and related consents such as listed-building and advertisement consent. Major and minor describe development categories, not the permission route. These tables do not supply a reliable full-applications-only total or received applications by category.

Prior approvals and lawful development certificates are reported separately. Discharge of conditions, non-material amendments and county matters are outside these totals.

Which applications were refused, and why?

The table shows refusals by development category. Householder developments had the largest number of refusals in this authority: 77. That is a count, not a measure of how difficult an individual proposal will be.

The aggregate return does not record reasons for refusal. For a particular property, review the council’s decision notice, officer report and relevant policies. Read our planning refusal review guide for the next steps.

LOCAL PLANNING / Chelmsford

Chelmsford planning: check the specific conservation area

Chelmsford's historic planning context varies between central streets and surrounding settlements. The council's conservation directory includes Moulsham Street, New London Road, Springfield Green, Writtle and the Chelmer and Blackwater Navigation, with maps or appraisals for individual areas. Locate the property precisely and use the relevant document before developing a design. A city-centre terrace and a house beside a historic waterway need different contextual information in the brief.

The council's guidance for conservation-area work identifies external cladding, side extensions, two-storey rear extensions and upward extensions as works that require permission. Proposals should preserve or enhance the area's character. For a useful initial discussion, we recommend photographs showing the adjoining buildings as well as the house itself, plus a record of existing materials and any original details that the work would alter.

Check additional restrictions separately. Chelmsford's Article 4 register includes the Battlesbridge Conservation Area direction. That does not establish the rules for every Chelmsford property: compare the actual direction, boundary and proposed operation. The council also offers planning advice on the permissions and submission information a conservation proposal needs. We suggest settling those questions before commissioning a detailed specification, particularly where an apparently modest window or roof alteration forms part of a larger refurbishment.

The national householder target is eight weeks from a valid application, subject to agreed extensions of time. It is a decision target, not guaranteed approval. Include document preparation as a separate stage when discussing a realistic project programme.

Residential design from our wider Essex portfolio

Our Essex two-unit residential design and construction drawings show the relationship between architectural layout, interiors and technical information. The published project identifies Essex rather than a specific council area, so it is presented as a wider-county example.

Plan the submission and technical stages separately

Chelmsford explains that an owner may submit an application directly or appoint an architect or planning agent. The first task is to establish the appropriate consent route and submission information. A planning drawing package should then be followed by the technical information needed for the agreed construction scope.

Preparing a useful first brief

For a Chelmsford extension, bring photographs of the rear elevation, existing floor plans and a short list of what the home needs to do better. We can test circulation, daylight, garden access and the relationship with neighbouring windows before developing the chosen option.

Architectural services

Explore our house extension design, loft conversions, new build architecture, interior design and Building Regulations drawing packages. For an existing refusal, see our planning refusal review service.

From your brief to a coordinated drawing package

  1. Review the property: confirm the site address, planning history, available survey and intended use.
  2. Explore the design: compare practical layout options, access, daylight and the relationship with neighbouring properties.
  3. Prepare the submission: agree the consent route and coordinate relevant drawings and specialist reports.
  4. Develop the technical design: prepare the agreed Building Regulations and construction information, coordinated with the structural engineer and other consultants.

Your appointment defines the services included. Statutory application charges, surveys and specialist consultant fees are identified separately. Council approval is an independent decision and cannot be guaranteed.

Questions about a project in Chelmsford

Can you prepare an extension or loft conversion proposal?

Yes. We start with the available plans, your brief and the site constraints, then agree whether a measured survey, planning submission and technical package are required.

Are planning drawings enough for construction?

The planning and technical stages serve different purposes. Your quotation should identify the construction details, engineering and other consultant inputs needed for the intended work.
