A refusal does not necessarily end your project. Start by understanding each reason for refusal, then decide whether to revise the scheme or challenge the decision. There is no guaranteed way to win an appeal: the planning merits and evidence matter.

First: protect the deadline and gather the file
For a refused householder planning application in England, the usual appeal deadline is 12 weeks from the date on the decision notice. Other appeal types have different limits, and enforcement action can shorten the period. Check the notice and the current Planning Inspectorate guidance immediately. Discussions with the council do not extend your appeal deadline.
- Decision notice and every stated reason for refusal.
- Officer report and committee minutes, where relevant.
- The exact submitted drawings and supporting documents.
- Consultation responses and correspondence about amendments.
- Relevant local policies and the property’s planning history.
Should you redesign or appeal?
| Route | When it may be appropriate | What to consider |
|---|---|---|
| Revise and reapply | A design change could address the refusal, such as reducing bulk or changing windows. | Agree the changes, evidence and application costs before resubmitting. |
| Appeal | You consider the refused scheme acceptable on planning grounds. | Assess each refusal reason and the strength of the original application record. |
| Explore a different proposal | The original brief conflicts with a significant site or policy constraint. | Review priorities and feasibility before paying for another full scheme. |
Our planning refusal help service can review the design and identify the next steps. Ask for a written scope for any redesign, specialist input or appeal work.
How to build a stronger appeal case
Address every reason for refusal directly. Identify the policy relied on, explain how the proposal responds and point to the relevant drawings or evidence. A neighbouring approval may be useful context, but it is not an entitlement: its site conditions and planning history may differ.
For example, a dispute about an extension’s impact on outlook needs accurate plans and sections showing the relationship to neighbouring rooms. A disagreement about materials in a conservation area needs a reasoned response to character and significance. General statements that the design “looks better” rarely resolve these questions.
Understand the 2026 procedure before adding evidence
The Planning Inspectorate has separate procedural guidance for applications submitted on or after 1 April 2026. Under the expedited written route, the application-stage record is central and opportunities to introduce new material are restricted. Check which procedure applies before commissioning documents for an appeal.
Do not treat an appeal as an opportunity to submit a substantially different design. If changes are needed, discuss whether a fresh application is the appropriate route.
What does an appeal cost, and how long does it take?
An appeal against a householder planning refusal has no submission fee, but professional advice and specialist reports can cost money. Obtain a tailored quotation rather than assuming the original planning fee covers the appeal. See the official householder appeal overview.
There is no single reliable completion date for every case. Procedure, workload and case complexity affect the programme. Avoid committing to a building start until the consent route is resolved. Each party normally pays its own expenses; a costs award is not automatic if you win.
What to send Horizon for an initial review
Send the property address, application reference, decision notice and refused drawings. Include the officer report if you have it and tell us your priorities: preserving the design, reducing delay or controlling cost. We can identify the questions that need resolving and the appropriate scope of support.
If a smaller scheme is an option, read the permitted development guide. Do not assume an earlier refusal establishes whether a new proposal is lawful.
Frequently asked questions
Can you guarantee an appeal will succeed?
No. An assessment can identify strengths and weaknesses, but the Inspector decides the appeal on its merits.
Can I change the design on appeal?
Do not rely on being able to do so. Appeals generally consider the proposal decided by the council. A revised application may be the appropriate route for design changes.
Does a new application stop the appeal clock?
No. Monitor the appeal deadline independently of discussions or a resubmission. Confirm the correct deadline for your decision and circumstances.
